Tourist rentals and ECD: regulations in 2025

The regulations governing tourist rentals are changing all the time, so it's essential to stay well-informed on the subject to avoid exposing yourself to penalties. Is the DPE (diagnostic de performance énergétique) required for meublés de tourisme? This is a question you'll certainly want to know the answer to if, for example, you want to make a seasonal rental investment. We're going to give you a clear and detailed answer, to save you time and provide you with valuable information.

What is an energy performance diagnosis (DPE)?

The ECD allows you to estimate the energy expenditure of a property while highlighting the environmental consequences associated with its use, in particular the greenhouse gas emissions. This diagnosis is valid for 10 years. However, those issued between the beginning of 2013 and the end of December 2017 expired on December 31, 2022, while those issued between January 1, 2018 and June 30, 2021 were valid until December 31, 2024.

Visit performance diagnosis features an easy-to-read label, grading the home from A (very efficient) to G (very energy-intensive). More precisely, a rating close to A means that the home consumes less energy and generates little pollution.

In addition, this document includes tips for improving the energy performance housing.

The current regulatory context for tourist rentals

From now on, the Le Meur law requires an ECD for tourist rentals, while gradually prohibiting the rental of heating flats

Since January 1, 2025Furnished tourist accommodation must be classified. at least E. Please note that only properties with a recent DPE (Environmental Protection Certificate), issued after July 1, 2021 and rated from A to E, will be accepted. However, accommodations already offered in short-term rental are exempt from the energy compliance obligation, but will have to achieve a D rating by 2034 at the latest. In addition, this obligation does not apply to rentals used as the landlord's principal residence. A main dwelling energy-intensive property may be rented out on a short-term basis by its occupant during periods of absence, up to the annual limit set by the municipality, even after 2034.

The aim of the Le Meur law is to gradually reduce the regulatory gap between year-round rentals and short-term rentals. The minimum energy performance threshold for renting out furnished tourist accommodation will be set at class D of the ECD from January 1, 2034regardless of location. Homes rated E, F or G will no longer be allowed to be rented to holidaymakers.

From 2034 onwards, any owner of a tourist rental property may be asked by the local council to submit a energy performance diagnosis within 2 months. If this document is not submitted on time, an administrative penalty of 100 per day will be applied. In addition, an owner may be subject to a penalty of up to 5 000 € if your property doesn't meet the Class D energy threshold.

How to carry out an ECD and at what cost?

The energy analysis of your property requires the intervention of a certified diagnostician. First, he or she will ask you for certain information about your property, such as the building's date of construction, the surface area of your holiday rental, heating and air-conditioning equipment, etc. The professional will then visit the property to analyze in detail a series of characteristics, including the temperature in different areas of the property. After gathering all the information required to calculate energy consumption using the 3CL methodhe attributes the famous energy label. This will provide you with an official document, which must be presented when selling or renting.

The cost of an energy performance diagnosis (DPE), to be borne by the homeowner, varies according to several criteria: the nature of the property, its surface area, its location and the rates charged by the chosen professional. The price of a energy balance is not regulated and generally fluctuates between €100 and €250 for a single-family home.

How can you improve the ECD of your tourist rental?

There are a number of ways to improve the ECD of your tourist rental property, including the following energy renovation. Fortunately, you don't always have to undertake major works to improve your home's energy rating. A few targeted adjustments to insulation or heating are sometimes all that's needed. Call in a specialist who can guide you towards the most effective solutions.

Namely Insulation and ventilation are always the first step, because they enable you to reduce your heating needs and keep cool in summer. The most important sources of wastage heat are roofs (up to 30 % of losses), walls (up to 25 %), windows and low floors. A poorly ventilated home also encourages humidity and heat loss. Installing a controlled mechanical ventilation (VMC), preferably double-flow, improves air quality and limits energy losses.

You can also replace conventional bulbs with Low-energy LEDs to reduce overall consumption.
